Background: The Public Administration in Iraq which faces many challenges due to its present post-conflict setting is in need of a cohesive reform strategy to modernize its public sector thus leading to more efficient service delivery. Therefore a joint UN program was set up to assist the Iraqi Government with a comprehensive public sector reform. To infuse the modernization reform across the public sectors, the leading national and regional institutions on management development in Iraq were chosen to become the agents of change.
Objectives and Results: The project “Technical Assistance for the Kurdistan Institute for Public Administration (KIPA) and the National Center for Management Development and Information Technology (NCMDIT)” was designed to position NCMDIT and KIPA as institutions leading the reform process by training the GOI/KRG ministries, civil servants and administrations on modern methodologies for planning, management and monitoring. Eusg strengthened NCMDIT/KIPA’s capacities in strategic planning in order to support them to become the vehicles of reform.
