Background: The Federal Environment Agency/ Umweltbundesamt (UBA) is engaged in the formulation of diverse strategies with a high level of complexity both regarding topics and the stakeholders involved.
Objectives and Results: In order to be able to better systematize the processes of strategy development in the future, a software-based strategy development workshop was held and the UBA was introduced to the visual reasoning and decision support software system Parmenides EIDOS. Using the example of the German Strategy for Adaptation to Climate Change (DAS) a participatory strategic planning process was conducted to broaden the methodological skills within the UBA.
