Background: UN-ESCWA and UNDP – Iraq co-partnering – are within the Capacity Building of the Iraqi Public Sector Management Program seeking to enhance the capacities of the National Center for Consultancy and Management Development (NCCMD). The Center acting as the focal point for administrative reform in Iraq, is expected to disseminate the knowledge and skills acquired and to implement strategies for management development of the Iraqi public sector institutions, thus facilitating progress and improvement through the establishment of a new approach in planning and management.

Objectives and Results: The Unit for Emerging Conflict and Related Issues (ECRI) organized a training course with the prospect of highlighting the Parmenides EIDOS innovative approach to visual reasoning and knowledge representation that has been successfully used by both the public and private sectors to support the thinking and reasoning processes necessary to solve problems. Participants were presented with strategies and shown how to visualize scenarios for an environment characterized by high degrees of complexity, controversy and uncertainty. EIDOS is now being used by the NCCMD during strategic planning workshops targeting Iraqi public sector institutions, thus supporting their abilities in establishing focused and realistic plans and strategies when dealing with complexity.
