Background: Because of the previous regime and international sanctions, Libya has been isolated from most of the rest of the world for almost two decades. This has resulted in underinvestment and a lack of education, know-how and modern skills. To accelerate its stabilization, Libya needs to adopt modern administrative and management techniques, strengthen its capacity to plan and implement complex strategies. Considering this importance of establishing a strategic planning culture which could contribute to the
the university of Zawia and the eusg designed an innovative pilot project: the creation of a Strategic Planning Unit at Zawia University based on Parmenides EIDOS advanced visual reasoning language.
Objectives and Results: The University is expected to become a leading institution for strategic planning in Libya in terms of training, research and service provision and to create jobs through the provision of highly qualified expertise in strategic planning. This Unit works with the Parmenides EIDOS methodology in its teaching activities and in its applications in real life projects and developing strategies for the local communities, thus positioning the university as a consulting provider in Libya – a national competency center for strategic planning.
